The MSEP schools list for 2026-27 is shorter than it used to be: the Midwest Student Exchange Program now has eight member states -- Indiana, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Ohio and Wisconsin -- and its official institution list shows 36 participating schools, 30 of them offering bachelor's degrees. (MSEP's homepage still says "over 70 institutions," but its own searchable list is shorter.) Public MSEP schools charge eligible students no more than 150% of in-state tuition in selected programs; private schools take 10% off tuition.

How MSEP works
- You must be a legal resident of a member state enrolling as a non-resident at a participating school in a different member state.
- It applies to selected programs only, and each campus decides who qualifies and can set its own admission requirements or limit participation.
- There's no central application. Contact the MSEP point of contact at the school; deadlines and application steps vary by campus.
- It may not renew automatically. MSEP says you may need to re-enroll each year, and changing majors can affect the discount.

No state flagship is on the list. If you're from a member state and aiming for a flagship, compare out-of-state tuition at every flagship and reciprocity options like Minnesota's agreements with Wisconsin and North Dakota -- see public universities that charge out-of-state students in-state tuition.
