Arizona financial aid comes down to one state program that does most of the work: the Arizona Promise Program. It covers whatever tuition and fees remain after other grants and scholarships at ASU, the University of Arizona and NAU. To qualify, you must be Pell Grant-eligible, an Arizona resident with at least a 2.5 high school GPA, and file the FAFSA by April 1 (April 15 at NAU). Smaller state programs, AzLEAP and the Arizona Teachers Academy, fill in around it.
The details below are from the Arizona Board of Regents (ABOR), which runs Arizona's state aid, and from the three universities' financial aid offices.
Arizona's state aid programs
| Program | Who | What it pays | Deadline |
|---|---|---|---|
| Arizona Promise Program | Pell-eligible Arizona residents, 2.5+ high school GPA, full time at ASU, UA or NAU | Remaining tuition and fees after other gift aid, up to 8 semesters | FAFSA by April 1 (ASU, UA); April 15 (NAU) |
| AzLEAP | Pell-eligible Arizona residents, at least half time at a participating Arizona college | Up to $2,500 a year; average about $1,000 | Set by each college |
| Arizona Teachers Academy | Students in a participating teacher-preparation program | Tuition and fees after other aid, in exchange for a teaching commitment | Set by each college |

The Arizona Promise Program
Promise is a last-dollar grant. Your Pell Grant and any scholarships are applied first, and Promise pays what's left of tuition and mandatory fees. For example, the University of Arizona says tuition and mandatory fees for first-year residents starting in fall 2026 are $13,900. A student with a $7,395 Pell Grant and a $3,000 university scholarship would get $3,505 from Promise.
Promise doesn't cover housing, meal plans, parking or books. Each university also has its own fine print: UA and ASU require you to be admitted (or have a complete application) by April 1, and UA requires a 2.5 core unweighted GPA through sixth semester. See Arizona Promise Program requirements and deadlines.
AzLEAP: up to $2,500
The Arizona Leveraging Educational Assistance Partnership (AzLEAP) is a need-based grant for Pell-eligible Arizona residents enrolled at least half time. ABOR lists 37 participating institutions for 2026-27, including ASU, the University of Arizona, Grand Canyon University, Embry-Riddle and most community colleges. NAU isn't on the 2026-27 list. ABOR says the maximum is $2,500 and the average award is about $1,000 a year. At 18 of the 37, including ASU, admitted students are selected automatically as part of their aid package. At the others, ask the financial aid office how it works.
The Arizona Teachers Academy
Under state law, the Arizona Teachers Academy pays tuition and fees after other aid for students in participating teacher-preparation programs at ASU, NAU, UA and several community colleges. The deal is year for year: for each academic year funded, you agree to teach one full school year in an Arizona public school, starting within a year of finishing. If you don't teach, you repay a proportional share. ABOR's FY 2026 report says 2,411 students received about $15.6 million in scholarships, an average of $6,500.
The universities' own free-tuition programs
On top of Promise, each university runs its own programs:
- ASU: the Obama Scholars Program (family income of $42,400 or less; also covers part of first-year housing and meals), the College Attainment Grant for Pell-eligible students, and a new $3,000 University Grant for residents with family income up to $120,000 who don't qualify for Pell.
- NAU: Access2Excellence covers tuition for Arizona residents with household income up to $65,000, and for members of Arizona's 22 federally recognized tribes regardless of income.
See free tuition at ASU, UA and NAU.
Admissions: no more statewide guarantee
Arizona's statewide Assured Admission policy ended in February 2026 (see does Arizona have guaranteed admission). Each university now sets its own rules:
- NAU still guarantees admission with a 2.5 core GPA.
- ASU lists a top-25% class rank, a 3.00 core GPA or a qualifying test score.
- UA now uses a comprehensive review, with Early Action on Nov. 1.
See ASU, UA and NAU admission requirements and deadlines.
What this means for you
- File the 2027-28 FAFSA early. ASU's priority date is Jan. 15, 2027, and Promise needs it by April 1 (April 15 at NAU).
- Apply and finish your application by April 1. At ASU and UA, Promise depends on it.
- Keep your GPA at 2.5 or higher. It's the Promise minimum.
- Not Pell-eligible? Look at ASU's University Grant and NAU's Access2Excellence, which reach families above the Pell range. For merit aid, see NAU's scholarship chart and how UA's awards work.
