Ohio Guaranteed Admission turns class rank into a college admission guarantee. Students in the top 10% of their Ohio high school class are guaranteed admission to every Ohio public college and university. The top 5% are guaranteed the main campus of every public university, including Ohio State in Columbus. Rank is based on GPA at the end of junior year, and the Ohio Department of Higher Education (ODHE) emails students by Nov. 1 of senior year.

The rules below are from ODHE's admission portal FAQs and Ohio State's Ohio Guaranteed Admission page.

You must still apply to each college by its deadline, and send it your guaranteed-admission status through ODHE's portal. A top-5% student who a college decides needs remedial coursework can have main-campus admission delayed or made conditional on completing it at a branch campus or community college.

Who's eligible

  • Enrolled at an Ohio public or chartered nonpublic high school and ranked in the top 5% or 10%, by GPA at the end of junior year.
  • A junior on track to graduate when eligibility is determined, and graduating on time.
  • An Ohio resident, and registered for Selective Service if required.

High schools nominated students for 2026-27 by Oct. 16; ODHE notifies students by Nov. 1.

Who participates

By law, every Ohio public college and university participates, including all community colleges and regional campuses. Among the public universities: Bowling Green State, Central State, Cleveland State, Kent State, Miami University, Ohio University, Ohio State, Shawnee State, the University of Akron, the University of Cincinnati, the University of Toledo, Wright State and Youngstown State. Three private colleges have opted in: Marietta, Muskingum and Otterbein.

Ohio State and the top 5%

Ohio State says top-5% applicants to Columbus are guaranteed admission "once a complete application is submitted" and Ohio State receives the Class Rank Certification Form (email it to ugdocs@osu.edu). Ohio State still requires an ACT or SAT score to complete the application, but says the score isn't used in the decision for these students. Its Early Action deadline is Nov. 1; see Ohio State admissions for Ohio residents.

Ohio Direct Admission: the 2026-27 pilot

Separate from the guarantee, Ohio Direct Admission is a pilot in which colleges offer admission without an application:

  • Colleges set up to three "eligibility pathways" using minimum GPA, test score, class rank, and/or proximity to campus.
  • Students at participating high schools who opted in before Nov. 1 are matched to colleges whose criteria they meet, using their unweighted GPA. Students without test scores are matched only to colleges that don't require them.
  • Offers arrive by Nov. 1, 2026. Claiming your spot is free, doesn't enroll you, and you can claim spots at more than one college.
  • It's admission to the campus, not a major. Selective and limited-capacity programs still have their own steps.
  • Admission isn't aid. ODHE says families should review aid packages before committing.

What this means for you

  • Ask your counselor now whether you're in the top 5% or 10%; notices go out by Nov. 1.
  • Top 5%? Apply to Ohio State's Columbus campus with your Class Rank Certification Form, by Nov. 1 for Early Action.
  • Top 10%? You're guaranteed a place in Ohio's public system, possibly at a regional campus first.
  • Check for a Direct Admission offer if your high school takes part in the pilot.
