It has a statewide diploma-based guarantee that quietly excludes the schools most students actually want, plus a scattered set of individual university deals layered on top -- several of which only apply if you happen to attend a Denver Public Schools high school.

The real statewide guarantee: the PWR Endorsed Diploma
Colorado's Postsecondary and Workforce Readiness (PWR) Endorsed Diploma comes from 2008 legislation (CAP4K, codified at C.R.S. 22-7-1009 and 22-7-1017). Students who earn the endorsement -- a signal that they're academically ready for college-level coursework without needing remediation -- get a real, statewide admission guarantee.
The part that surprises people: the guarantee skips Colorado's own flagships
The PWR diploma's guarantee applies only to "open-access and moderately selective" institutions. CU Boulder and Colorado State University, the state's two best-known public flagships, both fall into Colorado's "selective and highly selective" tier -- which the PWR diploma gives only priority consideration for, not a guarantee. A student who earns the full PWR endorsement is guaranteed a spot somewhere in Colorado's public system, but not necessarily anywhere near the top of it.
The second layer: individual university deals, some restricted to one school district
On top of the statewide diploma guarantee, several Colorado universities run their own separate, narrower direct-admission programs -- none of which require the PWR endorsement, and none of which are available statewide:

Three of the four are explicitly limited to Denver Public Schools students -- a Colorado resident attending a high school anywhere else in the state doesn't qualify for those three deals at all, regardless of GPA.
What this means for you
- Don't assume "guaranteed admission in Colorado" gets you into CU Boulder or CSU. The PWR diploma's real guarantee is scoped to less selective institutions; the flagships only offer priority review.
- If you're outside Denver Public Schools, three of the four district-specific deals don't apply to you at all, no matter your GPA. Colorado Mesa's is the only one of the four open statewide.
- These programs aren't mutually exclusive with each other or with the PWR diploma, but each has its own separate eligibility check -- confirm each one independently rather than assuming qualifying for one means you qualify for all.
- This is meaningfully more fragmented than Texas, Florida, or California's guarantees. There's no single number to remember; the right answer depends on which specific school and which specific pathway you're checking.
