This question only actually matters for a small list of majors: computer science, engineering, business, and nursing, mostly, at schools that admit students to specific majors or colleges rather than to the university as a whole. For most majors at most schools, switching later is just... normal, no strategy required. The "apply easy, switch later" question is really about whether that handful of high-demand programs can be reached that way, and the honest answer depends entirely on which school you're asking about.
Why some majors are harder to switch into than others
At schools with capacity-constrained or "impacted" majors, the limit usually isn't artificial selectivity for its own sake -- it's structural: a fixed number of faculty, lab seats, or classroom capacity that can't easily expand just because more students want in. That distinction matters, because it explains why these programs don't necessarily get easier to enter even when overall interest drops -- and it's the same reason freshman admission directly into engineering programs often runs well below a school's overall acceptance rate in the first place, not just why switching in later is hard.
A current example: national computer science enrollment actually declined about 8% in fall 2025 -- a real, first-in-decades reversal covered in our earlier piece on CS in the AI era. You'd expect that to ease pressure on capacity-constrained CS programs specifically. It largely hasn't -- reporting on the most selective CS programs describes their limits as structural rather than a function of applicant volume, so a national dip in interest doesn't automatically translate into more available seats at the schools with the tightest caps.
What this actually looks like at specific schools
The honest range, school by school:
University of Washington's Allen School of Computer Science & Engineering is a genuine, moderately-competitive-but-real path: internal transfer requires roughly a 3.7+ GPA specifically in CS prerequisite courses, and internal transfer admit rates run around 15-25% in recent cycles -- real odds, but real odds against a small number of available slots. UW's own materials are direct about the risk: students admitted to UW intending to major in CS, but not directly admitted to the Allen School itself, face meaningful risk of not being able to complete a CS degree at all.
University of Michigan is close to a flatly closed door for this specific strategy: students must indicate they want to be considered for CS at the time of their original application -- external transfer students and students already enrolled at Michigan in another major are not able to apply for or switch into CS once on campus. If you don't request it going in, the door doesn't reopen later.
UT Austin tiers its own majors by internal-transfer difficulty, in its own words: some majors are relatively straightforward to switch into, Business, Engineering, and Computer Science are "much more difficult," and Architecture and Nursing are described as "nearly impossible." Even switching between two different engineering majors internally carries a mandatory two-semester waiting period after your first switch.
UC Berkeley places most incoming Letters & Science students as undeclared, and declaring Computer Science from there requires completing specific gateway courses with a competitive minimum GPA -- switching into Engineering as a separate college later is described as uncommon.
Why colleges and admissions consultants explicitly warn against this as a strategy
Setting the odds aside, there's a real downside if the strategy is transparent in your application. If your essays, activities, and recommendation letters are all built around the competitive field you actually want -- say, computer science -- but you're formally applying to an unrelated "safer" major specifically to dodge a tougher admissions bar, that mismatch is visible to the people reading your file. It doesn't reliably help your odds of admission, and it can read as exactly the maneuver it is, which some admissions offices explicitly say they watch for.
When it genuinely isn't a problem at all
Worth saying plainly, because it removes a lot of unnecessary anxiety: if your intended major isn't one of this specific handful of capacity-constrained programs, none of this applies to you. Switching majors after enrolling -- from history to economics, from biology to psychology, whatever -- is completely routine at the overwhelming majority of schools and majors, with no internal application, GPA threshold, or capacity cap involved. This whole question is narrow by design; it's not a general truth about college majors, just a real constraint at the intersection of a few specific high-demand fields and a few specific schools that manage them with hard admission gates.
What this means for you
- Look up your specific target school's own published policy for your specific target major before assuming either "I'll just switch later" or "it's impossible" -- the range above shows real policies vary enormously, from UW's real-but-competitive path to Michigan's closed door.
- If a school closes the door entirely once you're enrolled (Michigan-style), know that before you commit to applying under an unrelated major -- the downside of guessing wrong here is much bigger than just facing extra competition later.
- Don't assume a national enrollment dip in a field automatically eases internal transfer at the most selective specific programs -- their caps are often about physical and faculty capacity, not simply how many people applied that year.
- If you're building your whole application narrative around a field you're not formally applying to, understand that mismatch is visible, not invisible, to the people reading it.
