"Research-heavy" sounds like it should have one clear answer, but it actually has three -- a formal classification a school either holds or doesn't, a raw dollar ranking that rewards sheer size, and a much fuzzier question of whether an actual undergraduate can get real research experience there. They don't produce the same list, and conflating them leads to bad assumptions.
Answer one: R1 status -- the closest thing to an official yes/no
The Carnegie Classification of Institutions of Higher Education runs the standard, formal answer to "is this a research university." In 2025, Carnegie overhauled its methodology specifically to make the top tier, R1: Very High Research Activity, a clear numeric bar instead of a fuzzier formula: a school needs to spend at least $50 million annually on research and produce at least 70 research doctorates a year. 187 institutions currently hold R1 status -- a meaningful jump from the prior framework, with 41 additional schools qualifying under the new, more transparent threshold. Below that sits R2: High Research Activity ($5 million in research spending, 20 doctorates a year), held by 139 schools, and a brand-new Research Colleges and Universities (RCU) tier recognizing 216 more schools -- including many that don't grant doctorates at all -- that spend over $2.5 million annually on research.
R1 is a real, checkable classification, and it's a reasonable first filter. But it's a threshold, not a ranking -- a school just over the $50 million line and a school spending $4 billion are both simply "R1," which is where the second answer becomes more useful.
Answer two: who actually spends the most -- with one number you should treat carefully
The National Science Foundation's Higher Education Research and Development (HERD) Survey tracks actual research expenditure in dollars, and it produces a real ranking, not just a pass/fail line. The FY2024 top of that list:
- Johns Hopkins University — $4.13 billion
- University of Pennsylvania — $2.17 billion
- UC San Francisco — $2.13 billion
- University of Michigan, Ann Arbor — $2.11 billion
- University of Wisconsin-Madison — $1.93 billion
- UCLA — $1.90 billion
- UC San Diego — $1.88 billion
- University of Washington — $1.69 billion
- Stanford University — $1.64 billion
- Cornell University — $1.61 billion
The Johns Hopkins number needs a real caveat, not just a footnote. More than half of that $4.13 billion is the Applied Physics Laboratory (APL) -- a Navy-sponsored, university-affiliated research center located in Laurel, Maryland, geographically separate from Johns Hopkins' actual Baltimore campus. NSF has counted APL's spending in Johns Hopkins' total since 1979, which is exactly why Hopkins has topped this list essentially every year since. That spending is real and it is genuinely Johns Hopkins-affiliated -- but it's largely defense-focused contract research happening at a separate facility, not undergraduate lab space on the campus you'd actually attend. Total dollars is a legitimate measure of institutional research scale; it is not a proxy for how much of that activity an enrolled undergraduate would ever see or touch.
This is a different list from the AAU, and that's worth knowing
The Association of American Universities gets used almost interchangeably with "top research school" in casual conversation, but it's a different, smaller, invitation-only list of 71 schools layering in faculty distinction (national academy membership, major awards, citation counts) on top of research spending -- not just a spending threshold. Every AAU member is R1, but the reverse isn't true: R1's 187 schools include plenty of strong research universities that AAU hasn't invited in, often because AAU membership requires a research profile that already exceeds several current members', not just clearing a numeric bar. If a school is R1 but not AAU, that's not automatically a knock against it -- it just means these are two different lists measuring overlapping but distinct things.
The question that actually matters for a prospective undergrad: can you get in the lab?
This is where "research-heavy" stops being about institutional totals and starts being about your actual experience, and it doesn't track cleanly with the rankings above. At a huge R1 public or a research-dollar leader like Michigan or UCLA, undergraduate research access is real but generally requires initiative -- cold-emailing professors whose work interests you, competing for a limited number of formal program slots, and navigating a department where faculty incentives (grants, publications, PhD student supervision) don't automatically prioritize mentoring undergrads, since teaching undergraduates competes directly with the activities that drive tenure and promotion at research-focused institutions.
Contrast that with a small, research-intensive school built around undergraduates specifically: at Caltech, roughly 90% of undergraduates participate in real research during their time there, supported by a 3:1 student-faculty ratio and, by the school's own description, at least one PhD-level researcher for every undergraduate on campus. Caltech's total HERD dollar figure won't come close to Johns Hopkins' or Michigan's -- it's a small school -- but the actual odds of an undergraduate landing meaningful research access there are dramatically higher than at most schools with a bigger total number. Total research spending and undergraduate research access aren't the same axis, and a school can rank low on one while ranking very high on the other. (Caltech's research-first culture comes with a real tradeoff, though -- even its non-STEM majors go through a genuinely heavy STEM core, so "research-intensive" and "STEM-intensive for literally everyone" turn out to be the same thing there.)
What this means for you
- Pick the right question before you pick the ranking. "Is this school formally classified as a major research institution" (R1), "how much does it spend" (HERD), and "will I personally get real research access" are three different questions with three different right answers -- know which one you're actually asking.
- Treat Johns Hopkins' #1 HERD ranking, and any single raw-dollar total, with the APL caveat in mind. A school's total institutional research spending can include research happening somewhere you'll never set foot, at a facility with limited to no undergraduate involvement.

- At large R1 schools, expect to be the one doing the outreach for research opportunities. Formal programs exist, but a proactive cold email to a specific professor whose work you've actually read is a genuinely common and effective path in, not a backup plan.
- A small school with modest total research dollars can still offer a stronger personal research experience than a research-dollar giant. Caltech's near-universal undergraduate research participation is the clearest example, but the underlying pattern -- low student-faculty ratio plus a research-first culture -- is worth looking for at any size school, not just assuming bigger totals mean better access.
