Tennessee college financial aid runs on two different clocks. Tennessee Promise, which covers community college tuition, requires high school seniors to apply by November 2, 2026 and file the FAFSA by April 1, 2027. The HOPE Scholarship, Tennessee's lottery-funded merit award, needs a 21 ACT or a 3.0 GPA and pays up to $2,250 a semester at a four-year college. You apply for HOPE through the FAFSA, with supplements for students with high need (Aspire) and high scores (General Assembly Merit).
The program details below are from College for TN, the state's college-planning site run by the Tennessee Higher Education Commission and Tennessee Student Assistance Corporation (TSAC).

Tennessee Promise: the November 2 deadline
Tennessee Promise is a scholarship, mentoring and community service program that pays the tuition and mandatory fees left after other gift aid at Tennessee community colleges, Tennessee Colleges of Applied Technology and other eligible institutions. To qualify, seniors must:
- Apply in the THEC Student Portal by November 2, 2026.
- File the FAFSA by April 1, 2027.
- Attend a mandatory Tennessee Promise meeting.
- Complete at least 16 hours of community service for each year in the program.
In college, students must enroll continuously in fall and spring and keep a 2.0 GPA at the end of each year. See Tennessee Promise requirements.
HOPE: 21 ACT or 3.0 GPA
The HOPE Scholarship goes to Tennessee residents from eligible Tennessee high schools who score at least a 21 on the ACT or 1060 on the SAT, or graduate with a 3.0 GPA, and enroll within 16 months of graduation. Two rules catch families off guard:
- No superscores. HOPE requires the ACT or SAT score from a single national or state test date; the ACT superscore isn't accepted.
- Keeping it takes a 2.75, then a 3.0. Students need a 2.75 cumulative GPA after 24 and 48 attempted hours, and a 3.0 at 72 hours and every 24 hours after that.
HOPE pays up to $4,500 a year at a four-year college for the first two years and up to $5,700 for the last two, and the two supplements add up to $1,500 (Aspire) or $1,000 (GAMS) a year. See HOPE Scholarship requirements and amounts.
Need-based aid: the Tennessee Student Assistance Award
The Tennessee Student Assistance Award (TSAA) goes to Tennessee residents with a Student Aid Index of 5,000 or less. It pays up to $4,000 a year at private colleges and $2,000 at public colleges. Funds are limited: returning students are funded first, then the neediest new applicants who filed the FAFSA by April 1. TSAC encourages filing "as soon as possible after October 1."
University of Tennessee: UT Promise
The University of Tennessee System adds UT Promise for students who qualify for HOPE and whose family income and assets are each $75,000 or less. It covers remaining tuition and mandatory fees at UT campuses, with at least $500 a semester. See UT Knoxville guaranteed admission and UT Promise.
Deadlines for the class of 2027
- November 2, 2026: Tennessee Promise application.
- As soon as possible after October 1, 2026: FAFSA, for TSAA priority.
- March 1, 2027: Ned McWherter Scholars application.
- April 1, 2027: FAFSA deadline for Tennessee Promise and TSAA priority.
- September 1, 2027: FAFSA must be received for fall HOPE, Aspire and GAMS.
What this means for you
- Seniors: submit the Tennessee Promise application before November 2, even if you plan on a four-year college. It keeps the community college option open at almost no cost.
- File the FAFSA early. It's the application for HOPE, Aspire, GAMS and TSAA. TSAA funds are limited and go to returning students first, then the neediest new applicants who filed by April 1.
- Get your best single-sitting ACT before you start college. HOPE (21), GAMS (29) and McWherter (32) all use single test dates, not superscores.
- Check where your high school stands. In the class of 2025, 37.2% of Tennessee graduates scored 21 or higher; see Tennessee high school ACT scores.
