Clemson and USC admissions both favor South Carolina residents, in different ways. The University of South Carolina guarantees admission to its Columbia campus for South Carolina students in the top 10% of their class who apply by December 1. Clemson admitted 53% of in-state applicants for fall 2025, against 42% overall, and says 9 in 10 South Carolina applicants are offered some path in.
The figures below are from each university's admissions pages and fall 2026 enrollment announcements.
USC's top 10% guarantee
All South Carolina students ranked in the top 10% of their graduating class are admitted to USC Columbia if they:
- Graduate from a South Carolina public high school, or are a South Carolina resident graduating from an independent school with a class of 20 or more;
- Apply as a first-time freshman by the December 1 deadline; and
- Complete the required college-prep curriculum with no grade below a C.
Rank is measured at the end of junior year, as shown on the transcript you submit. If your school doesn't rank, USC asks for a school profile with senior-class GPA percentiles. Your first-choice major isn't guaranteed. USC's fall 2026 freshman class of about 7,800 included 1,110 South Carolina students from the top 10% of their classes.
Clemson: in-state numbers

For fall 2026, Clemson received 66,494 first-year applications, including a record 11,163 from South Carolina residents, and expected about 5,000 first-year students on its main campus. It again says 9 in 10 South Carolina applicants were offered a path through fall admission, summer admission or Bridge to Clemson, which starts students at Tri-County Technical College.

Note USC's early Regular Decision date: December 1 is both USC's Regular Decision deadline and the deadline for the top 10% guarantee. Both schools are test-optional for fall 2027; USC superscores the SAT and ACT if you choose to send scores, and Clemson lets you switch your test preference until the materials deadline.
Paying for it
South Carolina residents at either school can use the state's merit scholarships: Palmetto Fellows (up to $6,700 freshman year, $7,500 after), LIFE (up to $5,000 a year) or HOPE (up to $2,800, freshman year). See South Carolina scholarships.
What this means for you
- Top 10% at the end of junior year? Apply to USC by December 1. That's your guarantee.
- Missed Clemson's Oct. 15 Early Action? Regular Decision is Jan. 1, 2027.
- For Clemson, consider summer start and Bridge to Clemson as real paths; they're how Clemson reaches 9 in 10 in-state applicants.
- USC Honors College and top scholarships need a Nov. 15 application.
